175-Acre Mixed-Use Project Proposed Near Daytona Speedway
A large-scale mixed-use development is being proposed near Daytona Beach, just west of Daytona International Speedway.
The Daytona Beach Planning Board reviewed the early-stage proposal on Jan. 22 for three adjacent parcels totaling approximately 175 acres, located between West International Speedway Boulevard and Interstate 4.
The applicants, Kimley-Horn and Northshore Development, are seeking to rezone the site from County Low Impact Urban (LIU) and Environmental System Corridor (ESC) to City Mixed Use (MU) and Potential Environmentally Significant (PES).
Preliminary plans call for a master-planned development that would preserve roughly 70 acres as wetlands, with commercial uses positioned along the northern portion of the site, residential development in the center, and industrial and storage uses located toward the rear of the property along I-4.
According to application materials, the project would allow for up to 772 residential units at a maximum density of 25 units per acre. Commercial development could total up to 826,224 square feet, while industrial uses could reach as much as 800,000 square feet. Overall, about 40% of the site would be dedicated to natural areas, with the remaining land allocated across commercial (15%), residential (25%) and industrial (20%) uses.
Project documents describe the proposal as an effort to redevelop underutilized land at a key gateway into the city, supporting economic growth, job creation and a range of housing options. The development is also positioned to attract employers offering higher-wage jobs while encouraging long-term business expansion in the area.
During the Jan. 22 meeting, planning board members raised questions related to flooding risks and the presence of protected species. Project representatives indicated that detailed flood studies have not yet been completed due to the preliminary stage of the process.
The planning board approved the rezoning request, allowing the proposal to move forward to the Daytona Beach City Commission for further consideration.
